Get best file server (network and disk) performance from a Windows Server 2012 R2 VM in ESXi 6?

Im doing a file transfer on a gig network and honestly it is very slow. It is wired and the HDD Im transfering from is on its own SCSI controller and it is set to Paravirtualize. The HDD is passthrough (RDM). The guest operating system is Windows 2012 R2 and Im transfering it to a Windows 7. Im hitting 5MB which is horrible. It starts at around 120MB which is decent but then falls to about that speed. The acutally guest is on a SCSI controller but that one is LSI Logic SAS. Should I change it? The network adapter is VMXNET 3 and the tools on the guest are installed. Anything Iim missing?
