Esxi 5.5 boot up slow & Abnormal PCPU Used vs PCPU UTIL

Since few day before, one of the ESxi 5.5 host response slow, esxitop show that PCPU UTIL(%) around 15 times of PCPU USED(%). As I know those two number should be very close.

Also, when we bootup the host, it will take about 15 - 20 mins to finish boot up (Normally take 5mins).

We confirmed that the BIOS already disable C stage and CPU run max performance.

Any Idea?
