Can install EqualLogic Multipathing Extension Module for VMware with vSphere 5.0 std. license?

The PDF from Dell is actually correct - you need at least vSphere Enterprise in order to use any third party multipathing module (such as Dell's MEM, EMC's PowerPath/VE, etc.).
See the following link that compares the features available in each edition of vSphere. The feature we're talking about here is called "Storage APIs for Multipathing" and is only in Enterprise and Enterprise Plus:

You can still use the native multipathing in vSphere but unless you upgrade to Enterprise you will not be able to use the MEM.
