Where do I check the current EVC level and enable or disable? ...for some reason I can't find it.

EVC is a cluster setting. If you didn't create a cluster in your datacenter, you won't be able to configure EVC.

You need to create a cluster and place the hosts in the cluster. With that you can also enable HA and DRS.
