ESXi settings is reset after reboot

Hello, I have an ESXi 7.0U2a registeres as free and some problems.
After every reboot ESXi registered Virtual Machines disappeared. I have to "Register an existing virtual machine" to add it back.
After every reboot ESXi setted "Application timeout" to 2 hours is reset to default 15 minutes.
After every reboot ESXi added command to "/etc/rc.local.d/local.sh" is deleted. Probably reset to default.
After every reboot ESXi are all virtual switches deleted.
Can anybody help me?

1) do you have host profile attached ?

2) where is your ESXi installed (local datastore/san) ?

ad 1) I don't know what does it means, what is host profile

ad 2) ESXi is installed on local RAID-1 SSD

I deleted ESXi 7.0U2 and reinstall it by ESXi 7.0U3. Now it can keep "Application timeout" on 2 Hours, also created wirtual switches.

Now is still existing problem with next storage, it is USB 3.0 HDD and it disappeared after reboot. I added /etc/init.d/usbarbitrator stop and chkconfig usbarbitrator off. It can' remember the usbarbitrator off. I tried add /etc/init.d/usbarbitrator stop after start up to /etc/rc.local.d/local.sh, but the local.sh is reseted after reboot.

The USB 3.0 HDD is just for testing, for production it will be replaced by sas datastore. I don't have it now.
