ESXi 7u1d X520 NIC Flapping and link down

Hello,

Sorry that my first post is a call for help but I am stumped on this one. My 10Gb Nics are only showing link down in webgui but can be seen to be flapping Up/Down about 6 times per second in vmkernel.log

Server running ESXi 7u1d 

Card updated to latest firmware and ixgben driver updated to 1.8.9(latest)

I have tried various Dell, Intel, Cisco and third party SFP+ and DAC cables, all behave the same. The card works fine in another server running windows and a second card also behaves the same so I assume it's a ESXi issue.
