ESXi 6.7U3 (and 7.0U3) and iscsi connection failures

I have a bit of a wierd issue. If I install a blank ESXi and just add an iSCSI target from the same subnet as the mangement network it works fine, one network card, one iSCSI target, simple.

The documentation says I cannot route iSCSI traffic, and that is fine. If I want to isolate my iSCSI traffic I can just add a vmk adapter to the right VLAN so the traffic remains on a directly connected interface, except this breaks.

So my setup is this:

vmk0 - x.x.15.40/24
vmk1 - x.x.13.42/26

The iSCSI target is at x.x.13.11 - and immeatedly in the UI shows as a dead path. Some digging in the logs finds this:

2023-02-05T14:31:36Z iscsid: cannot make connection to x.x.13.11:3260 (errno=101,Network is unreachable)

This is weird, as it is a directly connected subnet.

Anyone seen this?

Some more details about the network configuration (virtual, and physical), as well as the software iSCSI settings may help.
