ESXi 6.7 - Frustrated and bewildered: All settings reset to default after reboot

Behavioral issues with ESXi 6.7 --

Discovered when trying to passthrough a cougar point SATA controller on my motherboard - it's a supermicro X9SCL-F, so it doesn't have ACS, but passthrough had been working since ESXi 5.5.

I toggle the SATA controller to passthrough, reboot.  Upon reboot, passthrough disabled.

I thought maybe it was the fault of the VMKernel.boot.disableACScheck = false flag, so I set it to true.  Reboot, flag set to false again.

I tried setting a VM to autostart.  Reboot, VM not set to autostart anymore.

Does anybody know what's going on?  Is this how it's supposed to behave?  Google appears to be turning up nothing.

Then I'm not the only one.

I have enable passthrough for 2 USB ports on my dell r710 and when I restarted all settings for esxi were reset on default and passthrough was disabled.

I had to re-register almost all my VM and re-created 1 vSwitch that I have created before reboot the host.
