I'm trying to find out of the API for CLI read/write is still read only in the 5.5 version while using the free licence? I have found the information for 5.1 but 5.5 seems to elude me.

The license restriction for ESXi 5.5 for non-writeable APIs still remains however the physical memory limit of 32 GB has been removed.
when it some to backing up and restoring the config, is that still restricted?
Yes , this limits using backup software to backup and restore VM's and configuration on the host.
