ESXI V7.0.3 Upgrade Error

I am hoping someone can steer me in the right direction, I have just updated an ESXI server from 6.5 to 6.7 and I am now trying to bring it up to 7.0 however when I run the upgrade from ssh I am getting the following error:

Any idea what is causing this and a workaround to the issue?

If you have vCenter server, with version 7 .0U3, use life cycle manager to upgrade the esxi host, which is cleanest way to do it. if you do upgrade.

Else, boot the esxi host with version of esxi host you need using ISO image and perform upgrade. Using ilo/idrac/CIMC - hardware management utilities.
