ESX 4.0\vSphere error in reporting VM memory usage

I have just implemented ESX 4 with vSphere and i have noticed that on any Windows 2008 Server box (SP1, SP2 or R2 ) The Vm memory usage is always inflated, the Memory usage is always betwen 80 and 90 % even when the machine is completely idle. VM Ware tools is the up to date and installed correctly ( I have tried different versions as well as re-installing it) The memory usage is acurate on any other OS but Win 2K8 Server is alwasys wrong

Is this a known problem ? is there a hot fix ?

This is due to mechanisms used by Win2008 to work with memory.
