Yes the vCenter Foundation supports view5.

Below is the difference between vCenter foundation and vCenter standard.

vCenter foundation:-

One instance of vCenter foundation will support for smaller environments (up to 3 vSphere hosts). With the features that has with vSphere(ESXi5) license like standard, Enterprise & Enterprise +

vCenter Standard:-

Provides large scale management of VMware vSphere deployments (up t0 1000 vSphere hosts).

Apart from the above both are fully featured for the license that has with ESXI (standard, Enterprise & Enterprise +).

yes, it does but max of only 3 physical hosts (6 CPU)
