my host server esxi 6.5 during server up suddenly RAID controller rebuild again after finished
the datastore unmount from esxi host , so when add storage again the datastore formatted
so i need software to recover/restore vmdk files of virtual machine to attached these files to another virtual machine
and restore my data , Is there a free software that does this feature?

Unless you hire a company to do this, you will not be able to do this with a free tool.
In some rare case you can recover files with a Linux LiveCD using vmfs6-tools.
Note: most Linux LiveCDs will probably still install the old vmfs-tools suitable for vmfs5 only.
All other tools worth mentioning in this context are quite expensive: Diskinternals VMFS Recovery and UFSexplorer.
UFSexplorer plays in a league of its own and is by far the best tool on the market.

If the physical RAID was destroyed, none of those solutions would work since there is no Datastore to make any recovery.

The rebuild process on a RAID should not affect the operating system, nor the normal functioning of the server. In some cases it may present slow disk access, but it can not affect the normal operation of the server.
If the RAID rebuild process is finished and restarted (the same process), it is certain that you have problems at the level of the controller firmware or the disks. This is critical and must be corrected urgently.
You should look in the hardware log for details and confirm if the rebuild was completed and why it was restarted again, or if another rebuild process was started.
Using the controller manager software check your RAID configuration and logs.
After a Raid-rebuild I have seen this results:
- vmfs trashed beyond repair
- vmfs unmountable with ESXi but readable with vmfs-tools
- vmfs unmountable but readable with ufsexplorer
- vmfs mountable but it looks like newly formatted
- vmfs mountable but it looks like newly formatted - readable with ufsexplorer
- vmfs mountable but all files larger than a few kb damaged
- vmfs mountable after a resignature
