Diffrence between : Not Responding message and Not connection?

Hi,

Not responding v.s not connecting (connecting.....)

1.does the same service HOSTD-mgmt responble for them?

2.Where does the VPXA on ESXi , take place?

not responding is not communication at all, either is rebooting or no network communication.  I have not come across not connecting...
