Device vml. busy during cloning virtual machine by vmkfstools

Hello everyone.

I see an error during clone VM by vmkfstools:

[root@:~] vmkfstools -i /vmfs/volumes/datastore_hdd/base/base.vmdk -d rdm:/vmfs/devices/disks/vml.01000000004254485635323531303141383430304e474e2020494e54454c20 /vmfs/volumes/datastore2/test/test
.vmdk

Cloning disk '/vmfs/volumes/datastore_hdd/base/base.vmdk'...
Failed to clone disk: Failed to lock the file (16392).

And I see these error in log:

What is file test-rdm.vmdk? How can I create it?

I tried vmkfstools -L/-B but it didn't help.
