It's possible to decrease the HDD size?
Of a VM you mean? No, this is not supported. Unless you use something like VMware Converter for instance.
You have to add new disk to the VM (smaller I assume), copy/move the data, and remove old disk.

This is the only good way to shrink. There are some advices how the cleanup the partition and shrink a NTFS Partition, follow https://learn.microsoft.com/en-us/windows-server/storage/disk-management/shrink-a-basic-volume
to shrink a windows server disk. Then follow the KB from VMware. We avoid this tweaking... we attach a new small disk, using robocopy https://learn.microsoft.com/de-de/windows-server/administration/windows-commands/robocopy
to transfer the data to the new disk. Then get rid of the old drive letter in disk management, change the new drive to the old driveletter, reboot. After testing, delete the old disk.
