As shown in this screenshot:
SpeedStep is enabled on our Nehalem Machine (L5520 CPUs) and the Power Management Policy is set to dynamic, nothing is hapening on this machine, no VMs are started.
So normally you should expect that the Clock Frequency would go down from 2.3GHz to about 800MHz or so ...
How can we check this, when we look at the 'Hardware Status' we see something like this;
