Could not power on virtual machine: Limit exceeded Current swap file is 0.

Goal

I need to increase / double  16 VM current configuration from:

8 CPUs,    16GB RAM,    HDD 1= 150GB TO

16 CPUs, 32GB RAM,    HDD 1= 150GB

                                     HDD 2= 500GB

How do I change the swap file capacity?

The virtual swap file (.vswp) is the difference between the memory reservation and the configured memory size, so if you need decrease the virtual swap file size, just increase the memory reservation.
