Correct Sequence of turning on the ESXI, Storage

After power outage, power is restored and all hardware is turned on but esxi 4 boxes do not automatically rescan for storage so vm's do not come back up.

If the storage is not available at the time ESXi boots, you may need to manually rescan after the storage is up and running again.

Is there a way to do it automatically or everytime it has to be manual Rescan

I'm not aware of a native option for automatic rescans, but you may be able to run a script to trigger this. Anyway, I assume (hope) you don't have too many power outages!? Ohterwise it might be a good idea to consider a UPS.
