Yes, with vCenter and both datacenters in the same vCenter you can do this, without downtime. I have just verified this in my lab for you. The clones takes a snapshot and then copies the content, so without any interruption to the running VM.

Yes, anyway if both DC are managed by same vCenter that you will be able to do it.
