Can't passthrough PCI device at particular slot number ( integrated GPU UHD 630 ) Esxi 6.7

I'd like to set a passed through PCI device integrated GPU UHD 630 at 0000:00:02.0  at a particular slot (the same slot 0000:00:02.0), However it gets overridden at boot .  

I have changed 

pciPassthru0.pciSlotNumber = "2"

but it automatically switches back to

pciPassthru0.pciSlotNumber = "192"

once I start the vm.

Anybody know how I can force the GPU to appear at 0000:00:02.0 on the guest
