Console access per chance? Resetting the networking is what I would try.  If not I see no other recourse than power cycle.

Try to access the console first and then try to restart the Management Agents

Today, my ISP rebooted my modem and I lost connection to vsphere server WebUI and vCenter lost connection.
I have PRTG and the SOAP operations also began to fail.

The internal network was unaffected by the ISP outage.
My only option was to shutdown all the guests and reboot the server.
I'm am running 7.0u3.

This is the second time this has happened since starting this new environment.
Never has any issues with my 5.1 servers in the 10 years they were up.

When browsing to the vsphere server, I was presented with this message:

503 Service Unavailable (Failed to connect to endpoint: [N7Vmacore4Http16LocalServiceSpecE:0x0000007517605f10] _serverNamespace = / action = Allow _port = 8309)

This thread was for an issue where the UI of the ESXi host was not accessible. If you have an issue with accessing the UI of the vCenter server I would suggest starting a new thread with all the information you have.

I do have a question: are you accessing your vCenter server over the internet? Otherwise, I don't see why your vCenter would be affected by a change in your ISP modem. Personally, I would never expose my vCenter server to the internet. Did you check https://www.vmware.com/security/advisories/VMSA-2021-0020.html?

The vcenter is located at another location that is connected via VPN.
The vcenter is not accessible via the internet just internally.

But i appreciate your concern. 🙂
