Where do you check %CSTP value? If you look into esxtop output be aware that you need to devide the value by the number of vcpus. Or expand GID to see CSTP value for a particular vcpu.
The most common reason for a high CSTP value is a snapshots. If you have many snapshots for a VM or a very old and big snapshot this can make a big impact on CSTP value.
