I have VM with some vmdks attached alongwith boot disk.
When I reboot this VM, it boots and all the Vmdks are attached as part of bootup.
Is there a way to control this ?
I want to boot the VM where it attaches some of the vmdks not all of them? Later I will attach as needed.

If you can explain the situation behind this requirement along with VM OS name, we will be able to suggest a plan accordingly.
When a VM boots it first checks which devices are assigned / enabled in the vmx-file.
If one of the enabled devices is not present the VM assumes something is wrong and so denies to boot.
This is by design and can not be changed.
The only devices which are allowed to be available or not are USB-devices.
If you want to setup a VM that is able to boot while a VMDK is not available you have to edit the vmx-file first
and then manually attach further VMDKs as they become available.
