Are VM IOPS Limits applied to snapshot/snapshot removal IOPS

Are the SIOC IOPS Limits are applied to a VM’s snapshot removal process?

Considering setting a low IOPS limits on VM's but don't want this to cause the sensitive snapshot removal process from taking an excessive amount of time.

Couldn't find anything specifically about this in the documentation or 'The Google' and haven't had a chance to test.

No, the SIOC IOPS limit does not limit the snapshot delete process, only the IOs the guest operating system issues itself.
