All VM's have duplicate IP's

I came home last night to find that none of my VM's were working. I have two VM's running Windows that both stopped working with the network and when I run "ipconfig /all" it says "duplicate ip" no matter what I change the IP to. My server is in a rack with a cisco switch and router. I have cleared their ARP and Mac-Address-Tables, so and can't find a conflict there. Everything else on my network besides the server is working just fine with, including the host itself. It's just my VM's having this issue. Any ideas?

DHCP reservations?

same mac address?

did you clone the machines?

One of the VM's was my Windows Server running DHCP. The first thing I did was clear the reserved IP's and reboot the VM and Host. The machines weren't cloned.

All have different MAC's aswell.

all i can think of else is

second DHCP server in your network (a switch, router, access point,...)

or your DHCP server is corrupt without knowing.
