A general system error occurred: The virtual machine could not start

Hi, I have a cluster of 6 ESXi 5.1 hosts. HA is configured, but admission control is disabled. Currently, I cannot start any VM's on one of the hosts in this cluster. I receive the message in the subject.

There are no further details anywhere in the GUI that I can find. Some of the research I've done indicates this is an issue with HA admission control, but my HA settings are as below.

I also cannot VMotion anything to this host, as the vmotion times out.

This ESXi host has the following resource usage, clearly there should be room to power on more VMs. Also most of the other hosts in the cluster are at a similar level and they are working fine.

Anyone have any ideas? Thanks.

*edit* Also I should mention that all the existing VM's on this host are working fine, we just can't power any new ones on.

Hi Clint, interestingly, I did have one resource pool with nothing in it that I had just created recently. I just deleted it and powered on the VM and it came up successfully. Still seems strange, but thanks.
