Only one predefined setting possible?

I want to use different predefined settings for our users in different pools together with conditions. But the "Add..." and "Duplicate..." buttons are greyed out. Can someone tell me why?

I found the answer myself: I need to define a condition for each setting, otherwise I can't add additional settings.
