I used an ADMX based UEM setting to redirect Outlook 2016 to write OSTs to %AppData%\Microsoft\Outlook and then use Folder Redirection (in UEM) to point Roaming AppData to \\fileserver\users%username%\ on my network. The objective was to redirect the end users' OST files to a static place on the network so they wouldn't have to download outlook material every time they opened the app in their virtual desktops. The problem I was seeing with this, is that it appeared like every time a user logged on, the system would create a new OST file and the outlook start downloading the mail from beginning again.
Any idea what seems to be the problem?

if I understand correctly you want to place the ost on a network share. This is not possible due to limitations related to Outlook it is necessary to place it on local disks
The only supported solution is to use the writable volumes of appvolume.
