Windows 10, linked clone, UEM 9.3.
Without using ThinApp or App Vol and single gold image, is there way to accomplish the following?
I want to install all the apps the users will be using and use UEM condition to which AD users/groups that will have access to those apps etc.
Is there way to hide the app icons for those users who do not have access to use the apps?
Currently, if those users clicks on it, they get a pop up message stating the policy prevents them from using the app.

You will want to remove all the icons on your gold image and use UEM to create the shortcuts for you and use the condition that if the user is not in the group to create the icon. You are correct with using application blocking to disable the user from accessing the app.

The approach mentioned by techguy129 is definitely the best practice. As an alternative you could delete shortcuts for blocked applications, but you would have to script that yourself.
Another way to hide shortcuts is to enable the option "Hide common programs groups from Start Menu" by an ADMX-Based setting.
This option will hide all default shortcuts in Start Menu and Desktop.
Make sure you should make all the shortcuts by yourself.
