Anyone have any luck getting a custom theme to set and stay set?

Windows 10 Enterprise 1709

Horizons 7.3

UEM 9.2.1

I have a custom them that I can set as the user, but when I logout the them is not saved.

Here is what I am using in UEM under the Wallpaper setting-

We do not have exactly the same requirements, but from our config file you are missing this

[IncludeRegistryTrees]

HKCU\Software\Microsoft\Windows\DWM 

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Accent 

HKCU\Software\Microsoft\Windows\CurrentVersion\Themes
