I have one question about ADMX-based Settings on NO AD Mode
If i want to setting one config about computer configuration
But in the DEM, Only have User Configuration
So..., when i want to setting one policy about computer configuration
I only can setting on Domain GPO?

Dynamic Environment Manager only supports user settings. Computer settings should be configured using group policy. (the previous name for "Dynamic Environment Settings" was "USER Environment Manager)
Since version 9.10 of DEM (Dynamic Environment Manager) an initial set of computer environment settings are supported which DEM applies as end user computers start up. This set of computer environment settings consists of Horizon Smart Policy settings that control the behavior of Flash multi-media redirection, integrated printing, and USB redirection.

Adding to Lieven's points: you might be able to use argument-based privilege elevation, if it's just a single setting. It does depend on the timing requirements around that setting, of course; if it must be applied before a user logs on, this approach won't work.
