No it is not included in the VMTN subscription.

The FAQ for converter says "VMware Converter Enterprise is available at no additional cost to existing and new VirtualCenter Management Server customers and P2V Assistant customers, with valid support and subscription contracts."

It is mentioned in this post http://www.vmware.com/community/thread.jspa?messageID=569972

"I doublechecked and VMTN subscribers are not entitled to Converter Enterprise licenses.

That you are able to have access to download appears to be a problem with the website that will likely go away."

Converter Starter is free for everyone. The main difference between Starter and Enteprise is that Starter does not allow you to run more than one task at a time (they will queue), Starter does not have a cold clone Boot CD, and Starter will require 2 steps to initiate a remote hot clone directly into ESX Server (you have to select a hosted VM as a destination and then import that VM to ESX Server).
