Have you guys seen this before and I wonder (probably a developer) who Sirish is?
Can't believe a large company could allow something like that to get thru QA. Kind of funny.

To reproduce the error, install Converter, latest version (previous versions should also work), use a process monitor tool liek Process MOnitor from Systernals (Microsoft owns them now), and have it do a capture of all processes after reboot.
Reboot the machine and wait 5 minutes or so. Launch process monitor. It asks if you wan tto save from a previous capture, do so. This takes several minutes.
After it loads, click on tools, then process tree. Look in the command column and you will see it.
