There is some incorrect information provided here.

Yes, the hosts can be added on via the GUI or the API, however there is an auto-scaling mechanism in VMware Cloud on AWS called Elastic DRS.

By default it is turned on to scale for storage consumption but it can be enabled for compute as well: About Elastic DRS

Regarding pricing, yes, an on-demand host will cost approximately that amount a year, however 1-year or 3-year subscriptions can be purchased with significant discounts
