Powered off VMs on esxi

Is it correct,powered off VMs also make performance issues on hosts.

because host has to keep CPU and memory reservations to power up the VM ... is it correct . if it is correct any link.

second question is which Os version will take more resources, if i create XP and win7 with identical configuration which VM will put more effect on ESX host.

1. No that is not correct, powered off VM:s doe not reserve any resources.

2. I think that Windows XP uses less CPU and Memory and Disk then Windows 7 out of the box. If you tweak and tune the OS you could get it down to the same levels.

If m not wrong .... Windows Xp will take less resource compares to Windows7 .... As Windows Xp 32 bit architecture

But its always better to do your own measurement through performance counters in vSphere client or by using ESXTOP.
