Hi,
I am using VDR and getting this error for one of VMs. Failed to create snapshot for vmname, error -3960 ( cannot quiesce virtual machine)
Taking the sanpshot manually with quiesce enabled works just fine.
Any ideas?

It might be a timeout issue with VDR. Have you noticed how long it takes to manually create the snapshot? There might be a "fail"point if a certain amount of time is exceeded which would explain why the manual snap works.

These are the 3 main points from that that thread.
go to "services.msc" - then activate the VSS (Volume Shadowcopy Service)
deinstall the vmTools
install with custom installation - you have to uncheck the "paravirtual SCSI" and the "VSS-Support"
You have this issue with all VMs or only with Windows Server 2008 VMs?

Hi,
resolved this issue with Microsoft.
1. Under "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\EventSystem\{26c409cc-ae86-11d1-b616-00805fc79216}\EventClasses" one or many GUIDs didn’t had OwnerSID : 5-1-5-18
2. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\EventSystem\{26c409cc-ae86-11d1-b616-00805fc79216}\EventClasses\{FAF53CC4-BD73-4E36-83F1-2B23F46E513E}-{00000000-0000-0000-0000-000000000000}-{00000000-0000-0000-0000-000000000000}\TypeLib was not pointing to c:\windows\system32\eventcls.dll
3. HKEY_CLASSES_ROOT\CLSID\{FAF53CC4-BD73-4E36-83F1-2B23F46E513E}\InprocServer32\(Default) was not pointing to c:\windows\System32\ES.dll

Just adding to this in case it saves someone some time. I had the registry settings as listed by max2479 but still getting the error Failed to create snapshot for <vmname>, error -3960 (cannot quiesce virtual machine)when running a backup job in VDR.
My case was to simply enable the virtual disk service on the 2008 R2 server and it then all worked.
