Start only some vm

Infrastructure: VMware with 3 physical nodes.

Scenery: 2 servers are down and only one is running.

Question: Is it possible to configure the vcenter so that the only functioning server can start certain machines of the other 2 nodes down? only the most important ones?

That is what vSphere HA provides you. You need to have some form of shared storage for it though and you need to have it licensed. If you do then it is relatively easy to configure.
