Question about vSphere HA and DRS

I have the following issue. 

A customer of mine needs a solution where a VM is able to run 24/7 even when we need to do windows updates or when one of the 2 systems we plan to install fails.

There needs to be an automatic failover funktion in place that takes effect the moment when the vm is shutdown (planned or unplanned) on the 1st system and have the VM on the 2nd system avialable within 11 seconds (guaranteed) or less.

Is this possible with vmware vSphere?

No, we don't have that built in as a feature. HA and DRS don't have this functionality. vSphere Fault Tolerance is kind of what you are asking for, yet it deals with a single instance of a VM and runs that in lockstep on another host. So this is taking 2 VMs in to consideration. It almost sounds like you are looking to do OS/App level clustering?
