HA Question

What is the difference between setting up HA on the cluster vs setting it in vCenter in the web client?  Thanks

HA in a cluster is a feature that monitors VMs, and restarts them in case of a host failure, whereas "vCenter HA" is meant to protect the vCSA itself against failures by failing over to a secondary, synchronized vCSA if necessary.

It's totally different. One is vSphere HA; the other is vCenter HA (i.e., HA for vCenter itself). Use search with both of those terms to understand the difference.
