As you can see VMware Tools are already present in vMA.
The big difference from the Service Console, is that command are remote commands...
Most command are same as COS, but with vicfg-* instead of esxcfg-*

vMA can also serve as a central repository for logs, as well as be a main point for administration tasks. There are a few caveats as well, but you can see here on a couple posts I did a while back

Other than that, the typical cli commands are available, albeit they require additional parameters to specify which server you want to execute on.
