The license will cover 5 CPU's worth of ESX...whether that's a 1 CPU host and a 4 CPU host, or two 2 CPU hosts and a single 1 CPU host.

I typically see a license labeled that way when using a vSphere with Operations Management (vSOM) key.  In any case, you have 5 sockets worth of vRealize Operations - which means the hosts in the inventory covered by this license can have no more than 5 CPUs.

Does it mean it included the VMs running on those hosts as well? is it an OSI License?

There are two methods of licensing vROps: per processor with unlimited VMs or per virtual machine or physical server monitored. The latter method is also referred to as an Operating System Instance, or OSI. An OSI is any device, physical or virtual, that has an IP address and is capable of being monitored.
