Is vRealize Operations Manager's Endpoint Operations tool (EPops) functionally equivalent to VMware Capacity Planner for baselining physical servers? Why or why not?

Yes and no but mainly no.
The eops agent may collect some of the same data that the capacity planner does but that is about it. It collects the raw data but does not do any manipulation of that data like the capacity planner does.
The cap planner will model the collected data against the server type you will be hosting the vms on and use vmwares and partner best practice to tell you how many ESXi hosts you need. EOPS agent will not do that. The level of reporting that cap planner does are 10 times better than eops agent as well
