Can you provide a few more details?
1. Is this internal or external vRO?
2. Was this ever working?
3. Have you upgraded from a previous build or is this a new deployment?

2. Just now setting up the vRO endpoint
3. vRO was an upgrade from vRO 6.x forget the exact version and vRA & IaaS were new deployments
Ok, this rings a bell. Mads Fog had a similar issue because vRO6 used (uses) SHA1, and vRA7 won't accept it. I'd attempt a certificate replacement with a stronger cipher and then try connecting again.
