• How could I have figured that out for myself?

The name of the patch referenced in that KB does not match the name of any available patch at that URL:

• This patch is stored under vIDM download area NOT the vRA download area!

Are you sure this is correct? The fix for VMSA-2022-0021 is included in Hotfix 29 - at least that's what the release notes say (https://kb.vmware.com/s/article/70911)

Important: Patch 29 and above fixes VMSA-2022- 0021 for embedded VMware Identity Manager.
