As test, I tried to provision with a blueprint including only 'on-demand routing network'. I expect that the logical router is provisioned, but the results is failed. I got the messages as follows:
Allocate reservation operation failed for business group BG. No reservation available that has all specified network profiles: Transit assigned to any distributed logical router network paths.; Infrastructure service provider error:

Do you have NSX installed and configured?
Yes. I've installed and configured NSX+vRA, of course. NSX load balancer and logical switch were provisioned expectedly.
Routed networks actually only deploy a Logical Switch and attach to an existing DLR. They don't deploy on demand.
An NSX Edge will be deployed dynamically if using a NAT network, or if a Load Balancer function is part of the blueprint.
