We have one vCenter for everything. We are limited on the number of vRA host licenses we have. So we have hosts that are licened for vRA and hosts that are licened for vRA. If a VM was provisioned in vRA and we decide that we don’t want to control it with vRA any more and want to move it to hosts that are not licensed for vRA, how do we remove the VM from vRA without deleting the VM from the host?
The only way is to remove the VM from vCAC database. Check the below KB where its explains.

Another workaround is change the vSphere agent behavior to move vRA destroyed VMs to a folder, instead of delete from endpoint.
Example: Place Destroyed Machines in a Folder
Type the following command to change deletion settings such that destroyed machines are placed in a vCenter Server folder, VRMDeleted, instead of immediately deleting them in the vCenter Server (the default).
