Hi,

You can create a home / administration / access control / user account here.

Also, if you have a domain, you can only create user groups with domain.

You can create the tenants in the default tenant and create a local user with tenant admin and Infrastructure Admin privileges in each tenant. Then logon to each tenant with the local account you created, then configure directories management for the required identity source in each tenant.
