Assign Delegates doesn't work in vRA7.1

Hi, experts

I encountered an strange issue in vRA7.1, and I have assigned an user as delegation user but it doesn't work.

I don't know the reason and could you help me this issue?

in our envrionment, AD users are synced from AD directory and some local users are created. Now I found it does work if I assign local user as delegates, but it doesn't work if assign ad users as delegates.

I am confused with such result.

any suggestions will be great appreciated, thanks a lot!
