Has anyone been able to get this app to work?

I've installed the app via Add-AppxProvisionedPackage on the parent template and it opens just fine.
If I attempt to launch the app on a provisioned desktop with no writable volume, it opens just fine.
If I attempt to launch the app when a UIA+Profile writable volume is attached it never opens. I just get the attached error.
I even tried a brand new writable volume and it still threw the attached error at first login.
Here's our current setup.
Windows 10 1909
Horizon 7.13 with linked-clone
App Volumes 2.18.9
I should also note all of our other Windows Store apps work just fine: calculator, sticky notes, snip & sketch, etc.
